The OSCE participated in the 10th Global Conference on Criminal Finances and Cryptoassets, held on 15 and 16 September in Luxembourg, the leading annual event on the criminal misuse of cryptoassets, compliance and related services. This year's edition was co-organized by the Basel Institute on Governance, Europol and UNODC, and hosted by Luxembourg's Bureau de gestion des avoirs (BGA).
The conference brought together practitioners from across sectors and regions to share experiences and strengthen collective responses to the fast-evolving risks associated with cryptoassets and wider digital finance.
The OSCE contributed to two breakout sessions and a roundtable discussion. In a session on crypto-related Suspicious Transaction Reporting (STR), participants discussed the practical challenges and ways to improve the quality, usefulness and consistency of reporting. A second session focused on cryptoasset regulation and supervision, including the risks associated with unhosted wallets. The Financial Intelligence Units of Armenia and Moldova shared their national experiences in regulating cryptoassets and in STR practices – areas where the OSCE has been providing ongoing support.
Together with a representative of the Balkan Asset Management Interagency Network and the Criminal Asset Recovery Agency of Moldova, the OSCE also contributed to a roundtable discussion on challenges and solutions in managing and recovering cryptoassets. In addition, on the margins of the conference, the OSCE, together with Luxembourg for Transparency (CSO), co-organized a separate roundtable on public-private-civil society co-operation and intelligence sharing in countering illicit finance.
The participation was supported through the OSCE extrabudgetary project “Innovative policy solutions to mitigate money-laundering risks of virtual assets,” implemented by the Office of the Co-ordinator of OSCE Economic and Environmental Activities.
