OSCE supports Moldova in strengthening regulation and supervision of crypto-assets

On 28 and 29 May, the OSCE organized a workshop on “Crypto-Assets and Financial Markets: Regulation, Risks and Supervision” in Chisinau for representatives of the National Commission for Financial Markets of Moldova (NCFM) to strengthen their capacities in addressing risks associated with crypto-assets and emerging blockchain-based financial technologies.
Participants discussed challenges related to supervision, investor protection, financial stability, and the prevention of financial crime linked to virtual assets. The workshop covered practical and policy-oriented topics, including blockchain analytics, cryptocurrency wallets and transactions, macroeconomic risks, regulatory frameworks for crypto-asset service providers, and the prevention of cryptocurrency-related fraud. The event also included interactive exercises and practical demonstrations on blockchain technology and virtual asset monitoring tools.

“Effective regulation and supervision of crypto-assets requires not only legal and institutional frameworks, but also practical operational capacities and strong inter-agency co-operation. Through this workshop, the OSCE aims to support Moldovan authorities in addressing emerging risks while keeping pace with technological developments and international standards,” said Zurab Sanikidze, Senior Project Officer/Project Manager at the OSCE Secretariat.
In addition to the workshop, the OSCE delegation held bilateral meetings with several Moldovan institutions and international partners, including the National Anti-Corruption Center (NAC), the Criminal Assets Recovery Agency (CARA), and the United Nations Development Programme (UNDP). Discussions focused on ongoing reforms in Moldova, emerging risks related to virtual assets and financial crime, and opportunities for further co-operation in strengthening institutional capacities and inter-agency co-ordination in Moldova.
The workshop was organized as part of the OSCE extrabudgetary project “Innovative policy solutions to mitigate money-laundering risks of virtual assets,” implemented by the Office of the Co-ordinator of OSCE Economic and Environmental Activities, with support from Germany, Italy, Poland, Romania, the United Kingdom, and the United States.
